Subproject 1: Factors Influencing the Evaluation Culture within Policy Sectors
Evaluation Culture in Swiss Public Health and Public Transport Policy
The PhD project focuses on evaluation culture in two policy sectors in Switzerland, namely public health and public transport. Further, it concentrates on the federal level as well as on four cantons (Berne, Geneva, Lucerne and Zurich) and limits the examination to the years 2000 to 2012. The PhD project seeks to answer the following questions for both policy sectors:
(1) What is the policy sector’s evaluation culture like?
(2) How did the evaluation culture develop over time?
(3) Which factors have influenced the evaluation culture in the policy sectors?
These questions shall be answered by using mainly qualitative methods. The definition of the term “evaluation culture” will thereby play a central role, knowing that there is no shared definition of the term in the current literature.
