Factors Influencing the Evaluation Culture within Policy Sectors
Existing research indicates heterogeneity of the organisational evaluation culture across policy sectors. However, to date, no study has systematically assessed the reasons why the evaluation culture has developed differently across policy sectors and administrative units in Switzerland on a federal and cantonal level.
The subproject at hand aims at closing this gap by investigating the development of the organisational evaluation culture between 2000 and 2012 in four different policy sectors and by identifying the factors influencing the respective evaluation cultures. The following policy sectors will be examined: education, energy, public health and public transport. By including both federal and cantonal policies in the analysis, the subproject will contribute to a comprehensive understanding of the evaluation culture in the Swiss federalist system.
The subproject is linked to all the other subprojects by measuring the same dependent or independent variable – the evaluation culture on both the cantonal and the federal level.
